FWSC reaffirms commitment to fairness in salary administration
The Fair Wages and Salaries Commission (FWSC) has reiterated its dedication to ensuring fairness, transparency, and efficiency in managing public sector salaries in Ghana. Speaking at a media briefing in Accra, the Chief Executive Officer, Ing. Benjamin Arthur, highlighted key achievements and addressed challenges in the sector.
Key Milestones Achieved
Ing. Arthur outlined several significant accomplishments aimed at improving salary administration and labour relations:
- Implementation of the Single Spine Salary Structure (SSSS):
The FWSC successfully harmonized public service salaries, eliminating disparities and promoting equity across the board. - Completion of Negotiations and Agreements:
The Commission finalized and signed agreements with 44 unions and institutions this year, fostering stronger labour relations. - Migration to a New Grade Structure:
Seven institutions were transitioned to a new grade structure, streamlining salary administration processes. - Pay-for-Performance Initiative:
Nine institutions have been sensitized on linking pay to performance, an initiative designed to boost productivity. - Nationwide Payroll Monitoring:
A rigorous payroll monitoring exercise saved the nation GH₵345 million, underscoring the Commission’s commitment to fiscal responsibility.
Ing. Arthur also praised whistle-blowers for their role in uncovering irregularities that significantly contributed to these savings.
Challenges Amid Labour Unrest
Despite these strides, the Commission faced challenges, particularly with labour unrest in the run-up to the 2024 election year. A total of 14 industrial actions were recorded, but all were resolved through dialogue and engagement.
“We will continue to work closely with unions and stakeholders to address concerns and maintain peaceful labour relations,” assured Ing. Arthur.

Arthur called for continued support from all parties to uphold fairness and accountability in managing salaries, benefits, and allowances.
