IMF Mission Supports Ghana in Strengthening Governance Reforms

In a move aimed at boosting transparency and curbing governance vulnerabilities, Ghana welcomed an International Monetary Fund (IMF) technical assistance mission to Accra from December 8–11, 2025.
The mission was tasked with supporting the rollout of critical public-sector reforms outlined in the country’s recently released Governance Diagnostic Report.
Led by Ms. Tina Burjaliani, and including Mr. Gomiluk Otokwala and Ms. Nusula Nassuna, the IMF team engaged with senior government officials, civil society representatives, and international development partners. Discussions focused on prioritizing follow-up actions, designing implementation arrangements, and identifying opportunities for coordinated support to sustain reform momentum.
The Governance Diagnostic Report, prepared at the request of the Ghanaian authorities and published on November 3, 2025, provides a comprehensive analysis of governance and corruption vulnerabilities. It highlights priority reforms across public financial management, revenue administration, property rights, public-sector integrity, and accountability and transparency mechanisms in state institutions.
The mission also explored ways for Ghana to leverage support from development partners to advance the reforms, particularly in the context of the ongoing Extended Credit Facility. IMF staff pledged to continue close collaboration with the authorities in the coming months to ensure effective implementation of the recommendations.
The IMF team expressed its appreciation to the Ghanaian authorities and all stakeholders for their warm hospitality, excellent cooperation, and candid, constructive discussions throughout the mission.
